The break of Lusaka peace agreement
Sunday, November 7th,
several rebel leaders admitted that they took arms against Kinshasa once again.
For instance, Jean-Pierre Bemba, chief of Mouvement
de libération congolais (MLC), declared his military movement will not
respect the Lusaka peace agreement. For, 300 kabila’s man attacked MLC camps
located in Dongo, near Congolese border with Republic of Centrafrica in Friday.
Ernest Wamba Dia Wamba, Rassemblement congolais pour
la démocratie
(RCD) which is based in Kisangani, announced as well their restart of fighting.
However, According to BBC,
November 8, 1999, Rwandan and Ugandan say they are still committed to a
cease-fire agreement with the Democratic Republic of Congo despite what they
regard as recent belligerent statements from Congo. Yet, They accused Congo of
resupplying its army and carrying out a fresh recruitment drive. At the mean
time, Kinshasa and Angola both accused UNITA of to supply their military
basement in the south of Congo and Congolese rebellion oppositions.
The reality is that the Congolese rebellions, which are, supported by Uganda and Rwanda, have no interests in respect toward the peace agreement of Lusaka. Kinshasa however, in my point of view has much to grain from it. After his military defeat previously from August, Kabila needs, in order to rebuild his military force such as human, financial and military resources. Therefore, it is not a question of to know which side had not respect the peace agreement, but when all belligerents will restart the fighting.
